Save the Children, an international organizations with 28 years experience in the Philippines, continious to respond to the needs of Filipino children and families effected by Typhoon Storm Ketsana (local name: Ondoy) in Muntinlupa and Laguna

Since the start of operations in late September 2009, the Save Children response has been able to affect more than 58,000 children in the target areas. Working with several partners and international funding organizations, we have endeavored to use a holistic and integrated approach that covered (General Relief) distribution of essential non-food items that has benefited more than 18,000 families of 93,000 persons including 56,000 childrens: (Water Sanitation) providing hand-washing and bathing facilities and latrines, (Health) access to Save the Children mobile medical terms, (Nutrition) breastfeeding support sessions for mothers and infants, nutritions and re-lactation programs, (Child Protection) initiatives including child friendly spaces; (Education) distribution of back to school kits, teacher training on psychosocial support and classroom management. The work continious and has since moved to recovery initiatives.

Period: varying by position but generally up to a limited period in 2010

Urgently need the following:

HYGIENE PROMOTION COORDINATOR (up to May 8, 2010)

Organize and orient community groups; strategize practical approaches to mobilize community-based groups (e.g. mothers, youth, children); Coordinate with the community; school and local health officials; mobilize cash, material and labor counterpart for hygiene promotion activities and establishment of WASH facilities; Monitor community’s use of WASH facilities and collate results of hygiene monitoring activities and refers key issues to Health Team or local government health offices for appropriate action; Outline recommendations for key issues that aries during project implementation

Qualifications:

  • Strong familiarity and substantial experience in promoting health and hygiene messages and good practices at the community organizing and community mobilization skills; possess familiarity with approaches cycle and identification cycle and pursuit of strategic options for projects and the organizations.


CASH FOR WORK FIELD OFFICER COORDINATOR (up to May 6, 2010)

Implement the Cash for Work component of the Emergency Health and Livelihoods Programs in the assigned area (e.g Sta. Rosa, Calamba, San Pedro) Engage with community in coordination with Projects field staff, to identify relevant projects to support under the Cash-for-Work program; Initiate procurement in coordination with Logistics Oficer/ Opertaions; ensuring accurate listing, timely delivery of tools/supplies neede; Project monitoring and supervision including monitoring clean activities and other construction projects on periodic basis; submit work activity reports for financial and operational reporting requirements; Ensure that expected outputs are met: Completed Cash for Work projects (at least three) in assigned area and other area as may be designated and Cash for Work Completion Reports – one for each project – to document accomplishment and support monitoring and evaluation data gathering requirements of the project

Qualifications:

  • Effective engagement of community members and partners; time and project management skills; practical sense in field operations’ prior experience in simple construction work management; integrity.


SITE ENGINEER – REHAB (up to April 30, 2010)
-for Barangay Health Stations (BHS) and Reproductive health Units RHUs-

Collate and analyze data on Barangay health Station and Reproductive health Units for rehabilitation and repair; Verify data as needed; Coordinate procurement and materials to repair and rehabilitate; Ensure that expected outputs are met: 24 BHS and 7 RHUs are repaired and rehabilitated. Develop and maintain implementation plan for materials delivery; Provide technical oversight for all rehabilitation and repair.

Qualifications:

  • Advanced degree or similar professional qualification in structural / civil engineering, architecture, construction management etc; Significant experience of working in aprogram management department in the humanitarian sector.


NUTRTION COORDINATOR (up to June 30, 2010)
Nutrition and Re-Lactation Project

Project Planning, management and implementation of the Nutrition and Re-Lactation project in Laguna, Rizal and Muntinlupa; Provide management and technical guidance guidance for Nutrition staff; Ensure quality and efetiveness of implememtation in providing life-saving nutrition interventions for mothers and newborns; Work closely with ARUGAAN team in ensuring that works plans and deliverables are met; Closely coordinate with DOH and LGUs at the local levels to ensure participation in program planning, implementation, monitoring, and evaluation; Ensure that standard nutrition guidelines are observed based on global protocols across settings in regular and in emergency situations; Provide capacity building to Community Health Workers by conducting 6 Infant Feeding in Emergencies IFE training to selected BHWs and BNSs. Assist in setting up breastfeeding facilitation areas in selected 24 barangays and in ensuring that Breastfeeding Mother’s support groups are established; Conduct post-training to 300 Community Health Workers. Coordinate with other donor organizations and the ERT in developing project monitoring standards.

Qualifications:

  • Doctor of Medicine preferably in public health and with management experience or Seasoned Nutrition practitioner with at least 5-7 years of field experience in nutrition. Demonstrated leadership field implementation experience and expertise in nutrition focusing on mothers and newborns; project management skills; strong capacity building / training skills; written communication skills.


NUTRITION MONITORING & EVALUATION OFFICER (up to June 30, 2010)
Nutrition and Re-Lactation Project

Establish, maintain, manage a comprehensive and effective monitoring for re-lactation activities in coordination with the ARUGAAN teams; Develop standards for rogram monitoring through common frameworks and tols, clear program design, baseline data, formulation of SMART objectives and measureable indicators, and systematic process for collecting and updating data; Review field monitoring, trip, projects reports. Develop an effective mechanism to dessiminate findings and analysis of major trends and issues. Ensure timely flow of accurate information. Produce consolidated information or data related to lessons learned from re-lactation processes and outcomes. Program reporting functions including reporting and recording system, consolidation of reports, production and compilation of activity reports.

Qualifications:

  • University degree in public health, Statistics or Mathematics related field, master’s degree a plus. Extensive experience in research, learning and impact assessment projects, with proven record in monitoring and evaluation and in using results frameworks; demonstrated computer skils in Microsoft Office Suites Applications and statistical packages such as SPSS; Functional knowledgd of statistics and data processing; Strong analytical and conceptualization and strategic thinking skills; Self-initiated; Team player Highly organized; good attention to detail; devloment ability to prioritize and multiple task


MONITORING & EVALUATION OFICER (up to June 30, 2010)

Develop, implement and maintain a comprehensive and effective monitoring and evaluation for the health and Nutrition Team; Collect and collate morbidity and mortality data on weekly and monthly basis for submission to technical advisors and other bodies; Analyze data to lead and support decision making. Ensure Substantial roles for communities and program participants in monitoring and evaluation of health and nutrition programs; Provide inputs in M&E strategic and operational planning; Document program success, challenges, lessons learned.

Qualifications:

  • Significant program management experience work; experience in planning, monitoring and evaluation, audits or similar field in an emergency organization or setting; demonstrable understanding of monitoring, evaluation, accountability initiatives; excellent verbal and written communication and relationship building skills; flexible and initiate-taking attitude with ability to manage and prioritize; Expertise in data analysis programs such as SPSS etc.


MEDICAL DOCTOR, MOBILE TEAM – 2 (up to April 0, 2010)

Leads medical Mobile health Team and provides medical consultation. Leads in planning and prepaertaion of delivery of health services and conduct of activities. Leads in establishing functional systems for facilitated referral of patients. Serves as resource technical person during the conduct of health education sessions and information dissemination campaigns. Ensures coordination and consultation with local partners and other humanitarian groups.

Qualifications:

  • Medical Doctor, experience in Family and Community Health.


NURSE, MOBILE TEAM -2 (up to April 30, 2010)

Serves as Assistant Team leader of the Mobile Health Team. Assist in planning and preparation of delivery of health services and conduct of activities. Takes charge of drug supply and dispensing of drugs. Leads in the conduct of and serves as resource technical person during the conduct of health education sessions and information dissemination campaigns. Assist in the conduct of rapid assessments and survey’s as needed.

Qualifications:

  • Registered Nurse with experience in Community health and Disaster Nursing. Background in Maternal Health and Pediatric Nursing an advantage.


ADMINISTRATION ASSISTANT (up to June 30, 2010)

Provide administrative support to a specified sector / cluster or ares. Coordinates and assists. Prepares and maintains reports, trackers, Disseminates information as needed.

Qualifications:

  • Relevant college degree. Solid experience in effective administrative or executive assistant support. Organized with a very high sense of urgency. Work in an NGO will be an advantage.

FUNCTIONS GENERALLY REQUIRED OF ERT STAFF: Contribute to monitoring and evaluation efforts the project by providing required data and to the organizational learning on the government agencies and structures, other NGOs, and other ERT staff, e.g ERT Leader, Advisor/Manager, Logistics Officers, Field Manager, M & E Manager, Field Coordinators, sectors teams e.g. Protection, Education, Health, WASH

Specifications and Competencies applicable to ALL positions excellent verbal and written communication and relationship building skills to deal tactfully and sensitively with a wide range of stakeholders; Expected to have an understanding of and observe all Save the Children’s Code of Conduct and such other codes of conduct particularly for cases of emergency response.
