Urgently need the following:

DEVELOPMENT ASSISTANCE SPECIALIST

The U.S. Agency for International Development (USAID/Philippines) has an immediate need for a Development Assistant Specialist. The incumbent has four basic functions, who serves as: 1) the Mission’s principal expert and advisor on performance monitoring and evaluation of the Mission’s Country Development Program in the Philippines; 2) the Mission’s expert advisor in project development, responsible for providing technical support and program guidance based on applicable regulations on the design of new activities and redesign/amendment of ongoing programs; 3) the Mission’s Social Science Advisor in charge of Women in Development and social soundness analysis providing expert advice on matters relating to gender issues; and 4) the Office Representative to assigned technical teams for the achievement of Assistance Objectives.

Qualifications:

  • Education (10%) Completion of a Bachelor’s Degree in Social Sciences, Business/ Public Administration or Management Services, with substantial background on automated data processing, including systems analysis and design
  • Work Experience (40%) Ten to twelve years of progressively responsible, professional level experience in the field of specialty is required, including experience in the analysis and interpretation of data and the presentation of findings in written and oral form. At least five years of this experience should have been in development assistance, or related work for USAID, other donor agencies, host government organization, or private sector institutions. Background in Geographic Information System in relation to strategic planning, monitoring and evaluation will be looked upon favorably.
  • Job Knowledge (20%) Thorough knowledge and understanding of the Philippines’ economic, political, social and cultural characteristics, history of development assistance, development prospects, priorities and resources is required. Must have knowledge of Mindanao geographic, culture and values particularly in the Autonomous Region of Muslim Mindanao. Knowledge of Foreign Assistance Strategic and Programs in the Philippines will be an advantage.
  • Skills and Abilities (10%) Ability to obtain, analyze and evaluate data and prepare precise and objectively accurate analytical reports and program design documents. Must have the skills to independently establish and maintain an extensive range of contacts with high-level officials of the Philippine Government, NGO/Civil Society Sector, USAID and U.S, Embassy.
  • Communication and Interpersonal Skills (20%) Excellent command of English (both written and oral), computer skills, ability to develop and deliver professional quality reports and presentation, strong interpersonal and teamwork skills are essential.


Competitive salary which will range between PhP 1,109,065 – PhP 1,709,082 per annum, mid-year and year-end bonuses, health and life insurance, and a supplementary retirement plan are offered. (Note: USAID reserves the option to bring in the successful candidates at a lower grade level during the probationary period not to exceed one year.)
